Sanjen Jalavidhyut Company Limited

Sanjen Jalavidhyut Company Limited (SJCL) is a subsidiary of Chilime and was incorporated in February 2010 as a public limited company. 


SJCL has planned to develop two new projects–Sanjen Hydroelectric Project (SHEP) having capacity of 42.5 MW and Sanjen(Upper) Hydroelectric Project (SUHEP) of capacity 14.8 MW in Rasuwa district of Central Development Region. Both the projects SHEP and SHUEP are running in parallel to meet the target of completion in December 2016 A.D and June 2016 A.D respectively. The plant is planned to install in the National Grid through a single circuit transmission line at Chilime hub located at the Rasuwa district.

The company will manage the debt requirement of the project from the EPF for which tri-partite loan arrangement has been signed between EPF, Chilime and SJCL. The equity investment will be made through 51% promoter share and 49% public share. Chilime has 38% shareholding in SJCL. The promoter share will be raised first then after public share.

SHEP is a cascade run-of-river hydropower development that utilizes the water from the tailrace of SUHEP powerhouse. Additionally, SHEP utilizes 0.5 m3/s water from Chhupchhung Khola. SHEP is one of the attractive projects due to its low specific investment costs and its limited environmental impacts. SHEP has major structures viz. forebay, headrace tunnel, underground surge tank, inclined and horizontal pressure shaft, powerhouse and tail race structures. Project utilizes design flow of 11.57 m3/s at 40 percentile flow exceedance of long term available river discharge and 442 m gross head to produce 42.5 MW power and 251.94 GWh gross energy per annum. Generation voltage of 11kV is stepped up at the switchyard by 11/132 kV transformer and 1.1 km 132 kV transmission line connected at Chilime hub will be constructed for power evacuation.

The project is accessible via Kathmandu-Trisuli road (72 km), Trisuli-Somdang Highway (Pasang Lhamu Highway 72 km) and 6 km long access road up to existing headworks of Chilime Hydroelectric Project. The access road to the power house and headwork is constructed by the company.

Hydrology:
The Sanjen Hydroelectric Project (SHEP) is a cascade run-of-river scheme which diverts the tail water coming from the powerhouse of Sanjen (Upper) Hydroelectric Project and the additional water (0.50m3/sec) from the Chhupchhung Khola. The major headworks structure of the SHEP will be a forebay cum intake structure. Water discharged from tailrace of SUHEP powerhouse and the water from the Chhupchhung Khola through feeder canal system will be collected in this forebay. There will be a simple intake structure, desander and a feeder canal to feed water from Chhupchhung Khola which is designed to convey 0.5m3/s of water from the intake and discharge to the forebay of the interconnection system. Adding this flow, the design discharge adopted for SHEP is 11.57 m3/s. The forebay is provided with side channel spillway.

Status of the project
PPA was signed with NEA for SUHEP on 10 October, 2011 and for SHEP on 5 December, 2011.

The commercial operation date (COD) for SHUEP is July 2015 and for SHEP is December 2015.

Generation license for SHEP was received from the Ministry of Energy for a period of 35 years from 28 November 2011 and that for SUHEP was in 23 August 2012.

The Environmental Impact Assessment (EIA) reports of both the projects were approved by the Ministry of Environment.

Detailed project reports of both the projects are completed.

Debt portion of the project will be fully financed by EPF for which the tri-partite loan agreement were signed on 8 December, 2011 between SJCL, Chilime and EPF.

Land acquisition and compensation distribution for the access road and project structures is completed.

Construction works of 10.65 km long main access road for the two projects are in progress.
18.111 Hectare (356 ropani) of the land is provided for the construction of the infrastructure and the access road to both SUHEP and SHEP.

Construction of Headworks, Penstock Tunnel and Head race tunnel is in progress.

Construction of Headrace tunnel of the Sanjen(Upper) Hydroelectric project up to 200.7 meter is complete.

Excavation work of 50 meter long Aeration tunnel of the Sanjen (Upper) Hydroelectric project is complete.

Excavation work of the Adit Tunnel is completed up to 56m .

Fabrication work of the steel connection pipe is in progress of Sanjen Upper hydroelectric project

Fabrication work of the siphon pipe is in progress of Sanjen Hydroelectric project.
Construction of 11kv Construction power line is complete.

Design of Electro-mechanical (Lot - 3) and Hydro-mechanical (Lot - 4) works are in progress.

Detail study of 132 kV transmission line is in progress.

Construction of residential building and other required infrastructure of the project are almost complete.

Constructional work of Lot -1 is completed.

Works of Lot -2, Lot -3, Lot -4 and Lot -5 are under progress and are running parallely
